Relations

The work of the Alliance would not be possible without its 14 public and nearly 100 private investors. Their support is key to the region’s continued success and the Alliance aims to always provide meaningful opportunities to its investors to learn, network, and further regional collaboration. In 2023, the Alliance hosted six investor events which, combined, welcomed over 550 guests from the local business community.

  • The Alliance hosted its Annual Meeting at the Virginia Museum of Contemporary Art on February 22. We had a wonderful showing from our localities, investors, regional partners, and aspiring investors. Robert Boehringer of KPMG provided our keynote address and shared his experience to get on the list, stay on the list, and close the deal. Thank you to the City of Virginia Beach for hosting. More than 150 investors attended the event.

  • The Hampton Roads Alliance and Hampton Roads Workforce Council hosted an in-depth discussion about the skills young adults need to successfully enter the 21st century workplace. The panel featured leaders from industry, higher education and military including Captain Janet Days, Commanding Officer of Norfolk Naval Station; Dr. Towuanna Porter Brannon, President of Virginia Peninsula Community College; Dr. Corey McCray, President of Paul D. Camp Community College; and Fred Pasquine, President of Fairlead Integrated. Approximately 75 guests attended.

  • The Alliance hosted a Mid-Year Report & Summer Soiree event on June 28 at Norfolk Botanical Garden. We debuted our Mid-Year Report video, highlighting successes for the year thus far and outlining goals for the future. In the first six months of 2023, the Alliance supported eight project announcements that will generate over 1,500 jobs - exceeding our annual goal for the year! More than 120 investors attended.

  • In October, KPMG provided a federal credits & incentives update on new opportunities under the investment, infrastructure and jobs act, and the inflation reduction act. This investor session covered the latest developments pertaining to these Acts, as well as the key considerations related to applying for and/or claiming the financial incentives within each. Public and private investors addressed questions about the incentives’ requirements, as well as their applicability, timing, and disbursement process. Thank you to our investor Chesapeake Regional Medical Center for hosting us at their Lifestyle Center. Approximately 50 attended.

  • The Alliance hosted an enlightening conversation with Renee Haltom from the Federal Reserve Bank of Richmond today. City Managers, County Administrators, and Budget Directors from our 14 public investors delved into Hampton Roads' economic conditions and the upcoming year's outlook. Invaluable insights for shaping the future as cities/counties are drafting the next fiscal year's budgets! Thank you to Chesapeake Economic Development for hosting us at Summit Pointe.

  • The Alliance hosted a spectacular Annual Holiday Reception at the Chrysler Museum of Art, thanking our incredible investors for a phenomenal 2023. We were pleased to have more than 150 in attendance.

Capital Campaign

The Hampton Roads Alliance is the leading regional economic development organization for the Hampton Roads region of Virginia. It is a public-private partnership funded by Hampton Roads’ localities and the private business community.

In 2022, the Alliance partnered with 13 Hampton Roads’ localities and nearly 70 private investors. The Alliance hired Convergent Nonprofit Solutions (Convergent), a leading fundraising consulting firm, who conducted an investor satisfaction survey and feasibility study for the Alliance to prepare the organization for a new 5-year capital campaign beginning in 2023. Convergent concluded in its feasibility report that a region of our size needs closer to 120 private investors and approximately $8-10 million in private sector support.

The Allies in Economic Development campaign is a five-year strategic plan that positions the Alliance as a high-performance regional economic development organization acting as a catalyst for growth and collaboration. The campaign aims to fund the delivery of its 2023-2027 strategic plan, designed to accelerate regional economic growth through three goals, each supported by several strategic initiatives and tactics.

Everything the Alliance does impacts its ability to develop, recruit, and retain talent.

As of December 31, the Alliance is proud to represent 14 localities who, with the support of nearly 100 private-sector investors, guide, and resource the organization and its regional economic development efforts. The campaign total, including written pledges, strong verbal commitments, and in-kind investments, amounts to $7,731,260 from 98 investors. There are 19 pending "asks," totaling an additional $2,080,000. The Alliance believes that the final pledge tally, assuming follow-up efforts and solicitations continue throughout 2024 could potentially reach over $9.7 million by the end of 2024 for the 5-year campaign total.

By investing in the Alliance’s five-year plan, companies help the region advance toward its collective goals, aiding existing businesses that foster regional growth, and forging relationships with other leaders committed to the region.

2023 marked the best year for the Hampton Roads Alliance in 25 years, as far as projects, jobs, and total capital investment. By connecting existing businesses to vital resources and recruiting new companies, the Alliance fulfills its mission to encourage capital investment and create new, high-paying jobs in Hampton Roads. The Alliance is also the region’s chief marketing organization for economic development, working to enhance name recognition and the visibility of Hampton Roads both domestically and internationally.

The Alliance plans to continue soliciting new investors on an ongoing basis throughout 2024 and beyond so it may continue to have adequate funding to fulfill its strategic goals and growing initiatives. The Alliance’s ambition is to become an invaluable resource to the Hampton Roads business community. Private-sector involvement in the Alliance is essential because businesses create jobs, not government.

Goal 1: Build a world-class regional economic development ecosystem.

Targeted Business Development
The Alliance will proactively engage target industry sectors where the Hampton Roads region holds a competitive value proposition and promote the region’s assets to prospective domestic and international companies, as well as existing businesses.

Engaged Next Generation Marketing
In the digital age, consistent and engaging messaging is critical to an organization’s success. The Alliance will clarify and articulate the region’s business identity and adopt a next generation marketing program to include best in class communications and lead generation delivery systems.

Integrated Regional Intelligence
Understanding market conditions drives competitive positioning for business growth and investment. The Alliance aims to strengthen the model for regional competitiveness by organizing around business intelligence to provide relevant, comprehensive data and reports to all stakeholders.

Goal 2: Invest in our sites & our people.

Creative Real Estate Solutions
In the past decade, the lack of business-ready sites has been among the main reasons why Virginia lost out on major projects. The Alliance will work to promote the region’s sites and buildings, secure funding to advance existing sites, find additional sites for development, and encourage regional cooperation through the Eastern Virginia Regional Industrial Facility Authority (EVRIFA).

Enhanced Talent Recruitment
Finding and retaining talented and skilled individuals is a critical component of attracting and retaining companies. Given the region’s large number of college graduates and military personnel, the Alliance should work to recruit these talented individuals to return or stay in Hampton Roads to advance their careers.

Goal 3: Strengthen our region’s resiliency.

Leading Energy Portfolio
Energy transformation presents economic opportunity to the region. To this end, the Alliance aims to position Hampton Roads as a leading region with a diversified energy portfolio that embraces existing assets and encourages renewable energy from sources such as offshore wind.

Emphasis on Diversity & Inclusion
Recognizing the importance of including all members of the Hampton Roads community, the Alliance will create opportunities for small, minority-owned, and women-owned firms to grow and participate in the supply chain.
